This is the same excuse their is no dirtbike/atv trails where I live in NY. Everyone including the state is afraid of liability and being sued, then there's the environmental excuse, in the end it's all about money. Cutting a few trails through the woods isn't going to hurt the environment, but when big money comes in and they level the whole forest for a shopping mall the environmentalists seem to disappear...hmmm. The northeast is against any kind of extreme sports for the most part, and are always trying to enforce new laws to suppress them. Then they wonder why people ride illegally.
